Photo Lab plugin works on Photoshop CC2015.5 or higher, why? because Photoshop CC2015 or lower not supported from adobe anymore, and doesn't have the new updates, even if you have Photoshop CC2022 or higher, that's mean that you've install an update of Photoshop CC2015.5 so make sure you have the right Photoshop version.
