Description
Most architectural work in New York City happens in buildings that are already standing. Each one arrives with a physical structure, a legal history, and a proposed future. The New York City Existing Building Code, scheduled to take effect on July 17, 2027, creates a dedicated framework for reconciling those three versions of the building.
This course gives architects and allied professionals a clear introduction to the new code and the decisions it will require. We begin with the fires, tenement reforms, zoning rules, and earlier building codes that produced New York's layered regulatory landscape. From there, we move into the EBC itself: defining the work area, distinguishing Level 1 and Level 2 alterations, evaluating structural work, and recognizing when a change in use becomes a change of occupancy.
Later lectures examine additions, moved and relocated buildings, the building-safety performance method, and the special safeguards required when construction takes place inside an occupied building. Particular attention is given to multiple dwellings, Appendix D, the New York State Multiple Dwelling Law, certificates of occupancy, and the legal history carried by older apartment buildings.
A concluding case study follows a single renovation through several overlapping code questions. It demonstrates how an apparently straightforward project can involve alteration classification, structural review, occupancy, accessibility, fire protection, tenant protection, and zoning at the same time.
Taught from the perspective of a practicing New York architect, the course focuses on how code decisions affect project scope, drawings, coordination, and professional judgment. By the end, students will be better prepared to identify the appropriate compliance path, anticipate when additional Requirements may be triggered, and organize a more disciplined early code review.
This course is intended for architects, emerging professionals, engineers, contractors, owners, and others involved in the renovation of New York City buildings. It is an educational introduction and should be used alongside the current code text, DOB rules, and project-specific professional review.
The July 17, 2027 effective date is confirmed by the New York City Department of Buildings.
